It seems like the best thing would be for the judging committee to make the 
interpretation/recommendation as soon as possible, have it taught 
consistently and hopefully everyone can just apply it consistently as a 
standard until the language of the rules catches up.  Consistency in 
applying a common interpretation is the most important thing to create an 
even playing field for all.
