This is what the membership said to the questions in the survey for 2005 rules changes.
It seems to support your stance. (It is an AMA rule so it probably belongs in Don Ramsey's camp).
Class advancement
Question-49
Should these people really be forced to move up

Question-50
Should we drop the point system and allow people to move when they are comfortable.

Allow points to degrade over time. Points from four years ago would not count any more.

Should a three-year "moving window" advancement concept be instituted as follows: Advancement points are evaluated at the end of each calendar year using points the pilot accumulated during the three previous years. If enough points have been earned, the pilot must move up. If not, points earned three seasons ago are discarded and advancement is reevaluated the following year. For example, evaluate at the end of 1999 using points earned during 1997, 1998, & 1999. If no advancement is required, reevaluate in 2000 using points earned in 1998, 1999, & 2000.
