This is good advice.  The important thing is to get it in the air and fly 
it. Even with lead in the nose.  If it flies great then you will have the 
motivation to improve it.  packing lead inside the nose ring can get it 
forward.  Don t do major surgery before flying it.  As was said, often the 
conservative anticipated nose weight can be reduced after flying.

Adding 11 oz of weight to the nose will give you the same result as
removing 3 oz from the tail (roughly).  Try to lighten the the aft end
as much as possible before adding nose weight.  Small things add up
very fast, it is possible to save an ounce or 2 on the tailwheel
assembly alone, and another 0.5 to 1 oz in clevises, etc.
