Rex,
    Yep I do have the rudder cables crossed.  I did this to give me an angle that allows an exit point further back on the fuse.  
    I have a mirror and flashlight but with this fuse with all the cables a proctoscope might be better.

  You didn't say wether or not the rudder cables are crossed.  If not, you might try that, and then reverse the servo direction. Or, if it is crossed, un cross them.  I have a suspicion that one of the cables are wrapped around the an elevator cable or vise/versa.
  I know what you mean about looking down the fuse.  I used a mirror and a small flashlight in mine.  It was the only way I could get a view down that little tunnel.
