Electric Weight: with or without batteries at UN Nationals

I know I've hammered on this b/4--but was the rule on weighing airplanes w/o fuel an 'interpretation' of a rule or a 'voted on' kind of thing?  And the same question on weighing with or without batteries?  And who, specifically, dunnit?
