    If you are going to Win XP there is a files transfer wizard in System tools. It will get the files from earlier windows systems and they can be reinstalled to the XP system. 

    If you are moving from win 98 to win 98, the only thing that has worked for me is to find the identities files and copy them. They are not always in the same place either.

    The XP wizard moves a great deal of data files as well and allows input on what to get. I use it for backup as well.

    Unfortunately, I don't know of anything that will move programs. They have to be installed one at a time from source... bummer!
