Rules Survey - Track v.s. Heading

Bob:
It does make a difference, particularly when the FAI seems to say that, 
once a "Heading" or "Crab" is assumed, (to achieve a desired "track") 
that the crab angle cannot be changed.  This strikes me as completely 
ignoring the facts of physics.  Anybody with a whit of experience, knows 
that, given a crosswind, as the aircraft airspeed slows, that initial 
heading must be constantly modified (actually, increased) to attain the 
previously desired "track."
It isn't trivial; the 2 terms are not synonomous.  And, they aren't even 
the same! ;-)
