Nats Judging Rebate

Racketball tournaments have the same problems in getting players to referree. What has worked the best IMO is exactly what you suggested. The $$ was considerably less. It seems there was always the player trying to make up some expenses and was willing to ref if no one wanted to. Enough matches goes along way towards hotel expenses etc.
At the Nats, someone may not want to practice, may just enjoy judging etc etc. Increasing the entry fee with the rebate when you show up to work is a great motivator. You may even see an increase in the pilot volunteer pool.

least three no-shows (F3A pilots who were supposed to judge the Master

In addition to the normal entry fees, $50 would be collected. If a
pilot showed up to perform his scheduled judging session, he'd get a
$50 rebate. If a pilot didn't show up to perform his scheduled judging
session, the replacement judge would get the $50. BTW, the normal
stipend for pilots who perform extra judging sessions is $30.
