YS 140 problem

Has the engine been run before? 

Check the idle stop screw and make sure it is not
holding the throttle barrel open.

Drilling the air bleed hole was common on the YS120NC
but they did not have a low end needle adjustment.
That was to solve a rich low to midrange problem.
