How about changing the rule this way....

"Models will meet all size, weight, and noise requirements for all National sanctioned events.  These requirements will be strictly enforced.  For all other sanctioned events, enforcement of these specifications are at the discretion of thecontest director.  Variations shall be published at least 30 days in advance of the event, per AMA guidelines."

Would this let us all be "okay" with overweight, noise, or "too long spinner" airplanes ???
