140L spitting fuel

The air filter will help.  I think we started to use those to control that problem.

A friend at my local field is flying a 140L in a pattern style plane. He tells me that when the motor is running at about 1/4 throttle or below, it is spitting fuel from the carb.
He pulled the motor and put it on a test stand where he tried to adjust both the pump and the low end needle to get rid of the problem. I believe the carb was spitting fuel until the adjustments made the motor quit.
Any ideas would be appreciated.
