Where is the low-end needle? Start about 1-1/4 turn out. The condition you describe suggests the needle is in too far, in is richer, out is leaner. Assuming the regulator parts are ok, flush is a good place to start.

FYI, keep in mind I live at 5800 ft so my settings are different from any low altitude folks. Thanks.
