Yep.  Sharpen the end of a wing tube.

Actually, it's a little more involved than that, but the basic
idea is to use a wing tube to cut the hole for a wing tube.

You will need a flat surface with some way to hold the cores down,
and in position.  The cores are in the shucks, and were cut out  of
the shucks with the required dihedral in the cores.
 
Make a jig that will keep the tube parallel to the flat surface, and
and fasten the jig to the flat surface, with the tube lined up with
where you want it in the core.

Sharpen the end of the wing tube.  Run it thru the jig and into the
core.  

Patience and ingenuity is required here.  Otherwise, come up
with a store bought core with the hole already cut.
