Just for reference the O.S. 1.40 will do the same thing.  To remedy this use two spring clips opposite of each other rather then the single one provided.  This will provide even pressure on the needle and keep it from wallowing out the seat.

    Ed's right, you'll find that the needle hole in the body is oblong. This is a result of the needle vibrating - thereby beating the hole out of shape. The round needle can't sufficiently restrict flow through the oval hole! Replace the needle valve - body - and clip with the 140 version to permanently fix it.
