Same here in district 2. Most of us CDs in D2 also have the pilots write 
their channel number on the AMA entrant form next to their name as well as having 
the info on the contest entry form. We have for the most part gone to allowing 
pilots to keep their transmitters when there is no conflict. We always 
impound those that do have a conflict.
Conflicts are also announced at the pilots meeting so every-one knows who 
they are.

However, it is still the pilots responsibility to make sure he KNOWS the 
frequency he is using and has the proper pin. No system or impound can account for 
the flyer who has the ability to change frequency.
