Don,

 

Bob Skinner was in Australia for 2 weeks for the CAOCC event which was held
just before your NATS. This would probably explain the non response.

Thanks, Earl.  I tried to get a clarification from Bob Skinner before the
NATS but he didn't respond in time (tried twice).  Maybe this will get more

I've ask our CIAM F3A Subcommittee rep, Chris Lakin, to take the issue of
rules intent regarding distance out, as applied to the rolling circle, to
the subcommittee for a clear definition before the '05 WC. It's obvious that
reasonable people interpret the current wording of the rules differently. It
seems that it is the obligation of the subcommittee to clarify their intent.
I'll pass along any feedback.
