MessageHere is the official reply from Bob Skinner about weight of electric models... It seems that they must be weighed WITH the battery pack, until the rules are changed (2008 would be the earliest they could be changed).
I know that a clarification is being asked for by the FAY, so we will have to see how this unfolds. Right now, electrics must be weighed with the battery pack installed in the model.

A survey among the members of the CIAM Bureau has indicated that the status quo must be maintained. Current Sporting Code, Volume F3A, para 5.1.2 - Maximum total weight 5kg, without fuel. Some argued that the fuel tank in an IC-powered model aircraft simply acts as the container for the fuel, much the same as the [LiPo] battery pack is only the container for the energy.
It would require a rule change by the Plenary, in compliance with the 4-year rule freeze period (earliest date of implementation 1 January 2008).

Thanks for the e-mail. As you can tell, I will be leaving this Saturday for our USA Team Selection. I would like to have some idea of what will probably happen at the Worlds next year in reguards to the electric weight rule. It sounds like models will most likely be allowed to meet the 5 Kg rule without the battery pack.
