Marty,

The ballot doesn't have to make it back to Florida by the 31st - it has to
be postmarked by the 31st.

 I had not received a ballot either here in Northern Indiana  by the 20th of
December so I emailed Maureen with my Nsrca number and I had my ballot the
next morning. Funny thing I just got the paper one yesterday (Christmas Eve)
which with the USPS being a few days behind right now might not have made it
back to Florida by the 31st. 

I am glad the board allowed this provision of email!
They might however want to amend the "due by" date to at least the 15th of
January so those that have yet not received their ballots will be able to
vote and be counted.
