And it does not apply to primary batteries carried in personal luggage for personal use.
Can you imagine all the laptop users and people with cell phones not being able to carry them!

If I read the CFR correctly, the ban only applies to primary lithium batteries at this point. It does not apply to secondary (rechargeable) batteries. Thank goodness.
