Tony,
As a uninformed new member of the NSRCA, I personally don't think the expenditure, for the voting process, was necessary.  However, reading the discussion posts of recent, it is probably the only way to expel any doubt of its fairness.
In all reality, the cost of $ 800.00, if the membership count is as I understand it to be, would be less than $ 1.00 per member.  I don't see that as an unnecessary amount to put everyone's mind at ease.
