And this helps this folks who aren't on-line somehow? Unless everyone is
on-line (and they aren't) you will still have to send ballots to at least some
of the membership.
Allowing the on-line to vote and then send everyone else ballots sort of
discourages the non-email from voting. There is very much a chance of the "why
bother to vote it's already been decided" thinking.
Everyone whether or not they vote by mail or email needs to be able to vote at
the same time.
Note that in the "real" elections absentee ballots, mail-ins etc all happen
BEFORE the general polling day and are not sent after the polls are closed.
