MK Control Horn Help

I am about to make my first attempt to install the medium MK control
horn on elevator and aileron.  My control surfaces are faced with 1/4"
balsa which will be beveled.  Should I locate the mounting dowel just
aft of the balsa face?  Seems that this will move the control horn /
clevis connection a good bit away from the hinge line.  Is this OK?  Or
do I put the dowel through the balsa face?
