Another Judging Question

Bob,
At the NATS several years ago the judges were instructed to write "not
observed" for a maneuver if it was not seen by the judge. If memory
serves me correct the average score for that maneuver was then given to
the missed maneuver for that judge.

maneuver...anybody know the rule-basis for the "not observed" that I see
on my tear sheets now and then???
