Hey Bob.that sounds workable!
 
I won the D7 Champs and didn't know it until someone handed me the
trophy and a nice shirt. 
Guess what??? I still have that trophy and the shirt...some of us don't
trash the trophies...

This could be pretty easily solved by anyone in any district.  Have
Maureen put an "Issued Date" on the card; or District VP's put dates on
receipts.
    Contests PRIOR to that date SHOULD *NOT* count toward an NSRCA
District Championship.  It is NOT an "AMA" district championship, it is
the SIG's.
    My humble opinion - if a district uses accumulated points throughout
the year, the "date on card" would fix the issue, and it's easy enough
to validate.
 
Just .02 from someone who will never be a District champion again...
