Engine runs lean, old Webra 61. Who can help?

I have an of old OS 61 that I cannot adjust to get rich enough. It has a
Super Tiger carburator on it. As you back the needle out you get to a point
that it is getting leaner. I suspect that the port timing has been changed
by raising the exhaust port. If you fly it on a pipe, you get 1 flight per
glow plug. It does a little better with a muffler. I am about to revisit it
as an academic exercise. I plan to first put a venturi restrictor in it for
more fuel draw. If that does not do it I plan on trying different pumps &
carburators.

Anyone ever build their own pump?
