Landing zone 100 meters?

The following is based on my review of the NSRCA web site posting of the
proposals coming up for vote with the contest board.  RCA - 05 - 5

Could someone please clarify for me when the landing zone was defined as
being > 100 < meters apart?

I am also confused if this was the result of the survey that was done why
the difference in intent?

Would appreciate enlightenment.  Thanks.
