I understand your point regarding NSRCA officials and the regular members
being in this together.

Given that we now have the full text of all proposals it seems that we could
take a poll on all  proposals that were not submitted as a result of NSRCA
poll taken last year. The results of this poll could then be given to the
rules committee as guidance on the over-all memberships opinion of each rule
proposal not included on our initial submission. Things that were defeated
on the initial NSRCA poll and not include in our rules proposal would not
need to be voted on again, only completely new items that individuals
introduced outside of the NSRCA proposals.

Of course the rules committee wouldn't be bound to follow our
recommendation, but I'm sure it would have some weight as to how they cast
their vote. This way we can reduce the chance of a very vocal individual
getting his way against the majority of NSRCA members.
