F3A - snap roll query

The debate continues because there was no clear ruling in Poland.  They 
had a definition and a description of some sort (privy only to judges 
and teams with judges who follow instructions), but it wasn't followed 
consistantly, which was a larger problem than the rule itself.

This ugly chapter in F3A is over, though.  I like snaps, but it was 
pretty clear that scoring high on them with the FAI judges had nothing 
to do with executing a perfect maneuver as defined in the rule book, or 
even following the general rules of grace and smoothness (i.e. the most 
violent and wild snaps were scored equal to the smoothest).
