Hanger 9 Servo Wheels and JR servos

I bought a JR wheel as well that would not fit on a 8411.  It was stamped
with the "J".  I'd say H9 needs a bit of QA in place in their arm
department.

Look VERY CLOSELY on the arm to see if there is an engraved "J" on it (for
JR).  It could be miss-packaged and for a different brand servo.

Says fits JR servos on package.
 
Can't seem to get it on. Anybody know if this combination is supposed to
