Their just trying to keep their plane clean... Didn't realize there are so many ways to cheat and fudge the numbers. I guess that comes with being a top dawg...

You'll also have to watch and make sure the holder is not pinching off the
exhaust stinger, or holding a rag over it.

That's true. You could. However, anyone who "dialed down" his engine
for a noise check would probably "dial up" the engine in flight. We
caught a cheater doing that a few years back. He limited his throttle
movement by using a switch. When the gear switch was down, the throttle
movement was restricted. Throttle movement was unrestricted when the
gear switch was up.
