incorrect K-value for outside loop in Intermediate?

>From my scoresheet last year, the K-factor for the Outside loop from Top has
value of K = 3 that is same as AMA Rule.
So, the NSRCA site has the incorrect value.

Unless I'm misreading something, it looks like the NSRCA call
sheet (www.nsrca.org/scheduleA.htm) for Intermediate shows K=1
for the outside loop from the top (manuver 10). But the AMA
call sheet seems to show K=3. Also, the "total K factor" on
the NSRCA sheet doesn't add up. It also differs from the AMA.

Is the NSRCA call sheet incorrect?
