4 pt roll

The four-point roll is described as a 360 degree roll with hesitations 
at each 90 degree point.  Downgrades include not hesitating after each 
one-quarter roll.

My question has to do with how long is a hesitation.  I saw very 
flavors of hesitation from around a second to so short that you could 
barely see the pause.  So they ranged from about 4 seconds for the 4-pt 
to around one second for the 4-pt.  Is it possible to get a hestiation 
too short and what is the downgrade if you can?
