Wayne... what batteries are you using? I find it interesting that the
regulator should do this. I would expect it to cease working altogether,
should it fail. Its just a Micrel reg with a few resistors and capacitors. I
would however expect the voltage out  to go high should the voltage divider
fail.

I guess anything is possible. Maybe you could have someone with some
electronics knowledge ( in your neck of the woods) check it out for you.
I would also carefully look at the batteries. I had some of the old
Duralites, which failed  just under a few mA load, but appeared fine no
load...nearly cost me a model too.
