We are in the cross-proposal stage of the rule change process for rules 
effective in the years 2005-2007.  Rule changes which have already been 
proposed may be acted on, but no new rule changes may be proposed.  The 
proposal for an annex to change maneuver descriptions and maneuver 
schedules as often as annually by the NSRCA has already passed and will 
be effective for changing descriptions/schedules flown in 2005.
