Maybe:  But the fixed gear/wheel pants have a 9" moment arm, where as the
open wheel hole has a 0.75" or so moment arm.

THANKS DEAN....       So a properly set fixed gear setup(with wheel pants)
should have a better or cleaner air flow(less turbulence then the retract
cutout).
