Its only a bomb if it is in the vapor state.  A full bottle of fuel is 
still
dangerous as a fire hazard but its the vapors that are of explosive 
nature.
Your gas water heat is more of a source for explosion then anything
especially if you keep gasoline nearby that can ventilate.  Gas has a 
lower
flash point then alcohol and is more dangerous as a fuel then alcohol.
