Epoxy etching

This may sound strange, but I've had great luck with automotive Brake & Carb cleaner (Locktite product).  It's an extremely stong degreaser but doesn't seem to bother paint (at least not aggressively enough to worry about)

Most autoparts stores should have it.

I would try iso alcahol 91%.   Dowse it good or soak it in it for awhile and then let it dry out.  A strip of f.glass along the seam and use fuel proof paint over the repair.
