Buddy,

I was looking through a back issue of MA, Feb. 2002, and found something that may help you with your problem.  In Wes De Cou's Flying Site Assistance column he mentions a book written by the Royal City Radio Control Club, Box 8604 Santa Fe New Mexico 87504, titled Buying Federal Land for Flying Sites.  I know your looking at city land but there may be something helpful for you.
