rules change decodeing

Buddy Brammer's summary of the survey results and the rule change 
proposals appears correct to me, except that he wrote, "Change the 
masters sequence as approved in question 28".  This sequence would only 
be THE Master sequence if the proposal for it passes and the Annex 
proposal fails.  If the Annex proposal passes, the NSRCA has the option 
of inserting a different sequence in the Annex for the Master class.
