The annex proposal isn't going anywhere, except as a proposal which 
includes contest board approval of maneuver descriptions and maneuver 
schedules.  We could write the annex proposal exactly as the IMAC people 
did their successful proposal, but it would be rejected because the AMA 
finally realized what IMAC has: freedom from contest board approval of 
their maneuver descriptions and maneuver schedules.  If anyone doesn't 
believe the above, they can try e-mailing either Dave Brown 
(dbrown at dbproducts.com) or Steve Kaluf (skaluf at modelaircraft.org), and 
ask the question, requesting that the response be sent to the NSRCA 
discussion list.
