Annex?

I have not been following the annex thread because I have been working out of town a lot lately, but I have a question regarding it.

If the annex is passed...does that mean that the powers to be with the NSRCA can change rules without the approval and out of sequence with the AMA? In other words, if for say, the NSRCA wanted to have a different set of sequences every year they could do that? Is there anything else the annex is going to do?
