Annex Proposal

I sent the following e-mail to Steve Kaluf (AMA's Competition Director) 
a few minutes ago  The more I thought about and received council on 
withdrawing the proposal and resubmitting it as a Urgent Change 
Proposal, the more the inequity of the situation stuck in my craw.  I 
finally decided to write the e-mail below:

"Steve - I called Dave Brown as you suggested.  He reiterated what you'd 
said and added some background regarding the objections to the annex 
proposal.  He offered a compromise regarding clarification of details 
and adding an R/C Aerobatics Contest Board approval process.  However, 
he required that I withdraw the proposal before the vote on its 
rejection was officially documented today.  Otherwise, the annex 
proposal was 'dead' until the next rule change cycle (his words).

"I brought the subject to the attention of the NSRCA board shortly after 
I talked to Dave and then posted a note to the NSRCA Discussion List on 
the next day.  The Discussion List has been 'lit up' about little else 
since then.

"I am reluctant to withdraw the proposal, because the compromise would 
dilute what we would like to accomplish.  We would like to be able to do 
what the Scale Aerobatics people can already do regarding their 
maneuvers and schedules.  In discussions with IMAC board members, I 
learned that the IAC does give them general direction annually regarding 
maneuvers and schedules, but the IMAC people still write their own 
maneuver descriptions and schedules.  When it's said that their rule 
change activities are dictated by the IAC, so they should be allowed to 
continue in that fashion isn't true and ignores the fact that the AMA 
has no control over that process.  It sounds like the IMAC people got 
more than AMA is happy with and AMA wants to refuse us the same privilege.

"I request that you provide me in writing the authority on which the 
Executive Council has taken action to refuse the annex proposal I 
submitted and to inform me of the documentation which describes what 
action is possible relative to the proposal after today."
